BACKGROUND 

The U.S. Coast Guard has made significant improvements in coordinating and integrating deployment efforts with U.S. Transportation Command (USTRANSCOM) and across all Department of Defense (DOD) Combatant Commands (CCDR). This allows deploying U.S. Coast Guard forces seamless integration into the Defense Transportation System (DTS), reducing cost and maximizing the use of this broad and shared military logistics system for transporting assets in a controlled environment, minimizing movement delays and increasing in[1]transit visibility. The U.S. Coast Guard has made significant efforts to develop and mature its force deployment planning and execution processes by creating standard deployment capability requirements by ensuring its reference files (Type Unit Characteristics file (TUCHA), Logistics Factors File (LFF)) are updated, and developing distinct Unit Type Codes (UTCs) that reflect true deployment capabilities of Coast Guard forces. This allows planners to utilize these capabilities more clearly in the Time Phased Force Deployment Data (TPFDD) within the Joint Operation Planning and Execution System (JOPES).

SCOPE :

The purpose of this requirement is to obtain logistics contractor support to continue the development and maintenance of policies, programs, processes and strategies supporting U.S. Coast Guard Unit Mobility, Planning, Transportation and Logistics operations. The focus of this effort is to ensure U.S. Coast Guard members have the required skills and support mechanisms to expeditiously deploy and redeploy forces worldwide as well as support global transportation programs as needed. Staff members will utilize several mobility and force deployment Automated Information Systems (AIS). These include but are not limited to, the Joint Operation Planning and Execution System (JOPES), Active Radio Frequency Identification (aRFID), Integrated Computerized Deployment System (ICODES), Global Air Transportation Execution System (GATES), Financial and Air Clearance Transportation System (FACTS), Single Mobility System (SMS), Integrated Data Environment Global Transportation Network Convergence (IGC) and other necessary programs required to support the strategic movement of cargo and personnel. 


Position Description : 

Network Runners Inc. is seeking a Technical Writer/Project Manager - Would be responsible for the entire project and be a single point of contact for the Contracting Officer and the COR.

Duties & Responsibilities :

  1. Responsible for developing, editing, and maintaining Force Deployment Planning and Execution manuals and training materials, as necessary.

  2. Responsible for providing support for monitoring DOD Transportation publications (such as the DTR) and ensure updated information is included in Coast Guard publications.

  3. Support Joint Staff Action Process (JSAP) reviews and manage access to the USCG Task Management System.

  4. Need to be available to the COR via telephone between the hours of 0800 and 1700 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification
