Position Description
Network Runners Inc. is seeking a Traffic Manager.  The Traffic Manager is responsible for ensuring the effective and efficient management of transportation and logistics operations, in alignment with U.S. Department of Defense (DoD) regulations. This position supports the coordination of all transportation activities, ensuring compliance with the procedures set forth by the Army, Navy, Air Force, Coast Guard, and Marine Corps, as well as other relevant guidelines. 

Duties & Responsibilities:
Regulatory Compliance: Ensure adherence to DoD, Army, Navy, Air Force, Coast Guard, and Marine Corps regulations governing the Defense Transportation System as outlined in applicable manuals.
Transportation Planning: Assist in developing detailed transportation plans for freight, including any special handling, packaging, or unique requirements daily. Implement U.S. Coast Guard and defense transportation policies while managing multiple transportation modes.
Problem Resolution: Support in resolving transportation/traffic management issues by selecting cost-effective transportation methods for the U.S. Coast Guard. Address challenges related to all modes of transport, ensuring efficient logistics.
Preplanning and Shipment Management: Assist in the preplanning of shipment activities, focusing on general supplies and sensitive items. Provide expertise in classifying, routing, and rating shipments of ammunition and general commodities by motor, rail, air, and ocean both domestically and internationally.
Inbound and Outbound Shipping Support: Oversee and coordinate inbound and outbound shipments from delivery to carrier until received by the destination. Investigate discrepancies, such as overages, shortages, and lost freight, and prepare necessary transportation reports and data.
Transportation Office Support: Collaborate with the U.S. Coast Guard in the development and implementation of Base Transportation Offices. Ensure all transportation and traffic management functions are integrated and in alignment with military requirements, policies, and priorities.

Mission Background:

The U.S. Coast Guard has made significant improvements in coordinating and integrating deployment efforts with U.S. Transportation Command (USTRANSCOM) and across all Department of Defense (DOD) Combatant Commands (CCDR). This allows deploying U.S. Coast Guard forces seamless integration into the Defense Transportation System (DTS), reducing cost and maximizing the use of this broad and shared military logistics system for transporting assets in a controlled environment, minimizing movement delays and increasing in [1]transit visibility. The U.S. Coast Guard has made significant efforts to develop and mature its force deployment planning and execution processes by creating standard deployment capability requirements by ensuring its reference files (Type Unit Characteristics file (TUCHA), Logistics Factors File (LFF)) are updated, and developing distinct Unit Type Codes (UTCs) that reflect true deployment capabilities of Coast Guard forces. This allows planners to utilize these capabilities more clearly in the Time Phased Force Deployment Data (TPFDD) within the Joint Operation Planning and Execution System (JOPES). Because the U.S. Coast Guard does not have a mobility/distribution centric career field, there has been a shift in effort to focus on providing functional support to operational units in the methodologies and skills needed to successfully deploy and redeploy personnel and equipment to and from both OCONUS and CONUS locations.
