Position Description: Network Runners Inc. is seeking a Management Consultant III to support the mission of the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A).
Duties & Responsibilities:
Facilitate engagements and collaborations and ensure effective and efficient operations.
Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
Assist in leading and participating in processing business requirements including but not limited to, analysis, evaluation, and implementation of systems or processes
Assist in implementing such functions; and monitor and evaluate progress and outcomes of these actions.
Support the management and oversight of the Homeland Security Information Network - Intelligence (HSIN-Intel) Program Management Office (PMO).
Create program work products such as policies, procedures, strategies, reports, correspondence, presentations, plans, meeting minutes, and spreadsheets.
Provide administrative support to all ELO programs, portfolios, and projects.
Maintain, update, and provide recommendations on how to track and disseminate the data on utilization of HSIN-Intel.
Assist in common tasks for ELO event execution to include, but not limited to, tracking attendance to include written correspondence, providing stakeholders with building access and escorting duties.
Position Requirements:
At least two years of experience working with state and local law enforcement.
Experience providing support to federal programs, initiatives, and events.
SharePoint and Homeland Security Information Network (HSIN) experience and have a HSIN-Intel knowledge base.
Demonstrated writing skills.
Demonstrated PowerPoint skills
Minimum bachelor’s degree

SCOPE: ln support of its overall mission to enable the Homeland Security Enterprise to respond to threats by promoting and supporting a skilled and professional intelligence workforce, and in accordance with White House and Congressional directives and guidance, contract support is being sought for the core functions and programs within the DHS I&A Engagement, Liaison and Outreach (ELO) Division. These core functions and programs include Federal and State, Local, Tribal, Territorial (SLTT) Engagement, the Homeland Security Information Network - Intelligence (HSIN-Intel) Program Management Office (PMO), Private Sector Engagement, the National Threat Evaluation and Reporting (NTER) Program Office, the DHS Liaison Office, and the Foreign Liaison Office.
