Position Description:
Network Runners, Inc. is seeking an experienced Program Manager (PM) to support the Army National Guard (ARNG) Training Support Enterprise. This role ensures effective coordination of training support operations, range modernization, sustainment, and readiness initiatives in alignment with the Army’s Sustainable Range Program (SRP) and Training Support Enterprise objectives.
Duties & Responsibilities:
Serve as the primary point of contact with the Government and all stakeholders, ensuring effective communication, collaboration, and execution of contract requirements.
Provide management, direction, administration, and quality assurance for all activities under the Task Order.
Develop, implement, and oversee program management processes, ensuring compliance with scope, schedule, cost, and performance requirements.
Lead preparation of Monthly Status Reports (MSRs) and Quarterly Program Management Reviews (PMRs) summarizing accomplishments, issues, and corrective actions.
Manage range and training support operations, ensuring coordination across TADSS, TSC, RVTP, and Sustainable Range Program elements.
Coordinate and facilitate Range Complex Master Plan (RCMP) and Range Operations Work Plan (ROWP) activities; validate state submissions and develop consolidated reports for the Government Program Manager.
Provide oversight and guidance for construction and modernization efforts, including MILCON, minor construction, and instrumentation recommendations; ensure compliance with USACE Range Design Guides and Surface Danger Zone (SDZ) standards.
Supervise preparation of Trip Reports, Travel Requests (TARs), and Procurement Requests (RIPs/CTPs) in accordance with approved templates and timelines.
Manage and validate Continuous Technical Refresh (CTR) requirements, ensuring synchronization with ARNG range modernization priorities.
Direct quality control efforts, ensuring compliance with the contract’s Quality Control Plan (QCP) and all applicable regulations.
Maintain oversight of environmental, safety, and OSHA compliance, ensuring personnel and program activities adhere to required standards.
Coordinate with the Government to update regulatory information, SOPs, policies, and performance standards, ensuring timely publication and accessibility through approved platforms such as MS Teams.
Provide leadership in risk management, identifying potential issues, developing mitigation strategies, and reporting status to Government stakeholders.
Ensure that all program deliverables, including reports, schedules, and analyses, meet quality, content, and submission standards as defined in the PWS.
Oversee transition planning and continuity of operations to prevent mission disruption during contract transitions.
Manage service contract reporting through SAM.gov and ensure full compliance with labor hour and subcontractor reporting requirements.
Lead and support special initiatives such as Training Center Command Advisory Council (TCCAC) projects, Training Center University (TCU) instruction, and coordination with Centers of Excellence to enhance ARNG range capabilities.
Background Requirements:
Active Secret Clearance required.
U.S. Citizenship required.
Bachelor’s Degree required (Master’s preferred).
Minimum 8 years of experience in ARNG or Army training support, range operations, or the Training Support Enterprise.
Minimum of 5 years (within the past 10 years) of experience in Information Resource Management (IRM) managing an integrated network with diverse users.
Demonstrated experience with:
PPBES and TT-PEG
Sustainable Range Program (SRP) and Range Modernization
RCMP, RMWP, and ROWP processes
Soldier Training Support Program (STSP)
Training Aids, Devices, Simulators, and Simulations (TADSS)
TS-MATS system management
Strong organizational, analytical, and leadership skills.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
