Project Manager

Position Description:
Network Runners is seeking an experienced Project Manager to serve in support of the HHS ASFR Division of Information Solutions (DIS) Independent Verification and Validation (IV&V) Technical, Program, Financial, and Risk Support contract.

 

Duties & Responsibilities:

  • Serve as the primary point of contact for the Government COR and Contracting Officer for all technical and administrative matters.
  • Plan, manage, and oversee all contract activities across IV&V, program management, financial management, and risk management task areas.
  • Develop, maintain, and execute the Task Management Plan (TMP), including schedules, milestones, deliverables, and critical paths.
  • Ensure timely preparation and submission of all required reports, including Weekly Activity Reports (WARs), Financial Status Reports (FSRs), Quarterly Status Reports (QSRs), and risk reports.
  • Monitor contract performance, staffing levels, budgets, and schedules to ensure compliance with contract requirements and funding constraints.
  • Oversee financial planning, budgeting, billing reconciliation, and cost control activities across DIS systems (GrantSolutions, Grants.gov, TAGGS).
  • Identify program risks and issues; ensure mitigation strategies are documented, tracked, and communicated to Government stakeholders.
  • Coordinate and facilitate meetings, briefings, and technical management reviews with DIS leadership and stakeholders.
  • Ensure quality assurance, configuration management, and compliance with federal policies, OMB guidance, and HHS standards.
  • Manage contractor personnel and subcontractors, ensuring continuity of operations and adherence to professional standards.

Minimum Requirements:

  • Bachelor’s Degree required (Master’s Degree preferred) in Business, Information Technology, Management, or a related field.
  • Minimum 10 years of program or project management experience, including federal IT or IV&V support.
  • Demonstrated experience managing complex government programs involving technical, financial, and risk oversight.
  • Possess excellent and professional verbal and written communication skills
