Position Description: Network Runners is seeking a Business Analyst (Senior) to support The National Geospatial-Intelligence Agency (NGA). The National Geospatial-Intelligence Agency (NGA) is a Department of War (DoW) combat support agency and a member of the National Intelligence Community (IC). NGA’s mission is to “provide timely, relevant, and accurate geospatial-intelligence in support of national security.” This position as part of VERTEX 4 captures the National Geospatial-Intelligence Agency (NGA)’s Program Execution Office Services, Enterprise Contracts (PSE) collective staffing requirements from the NGA Human Development Directorate (HD).
Duties and Responsibilities:
Provide expert advice, recommendations, and support regarding certification development
Contributes to all tasks supporting the development, maintenance, and sustainment of the NGA Certification Program in accordance with the references highlighted in draft DoD Manual 3305.10.
Develops and maintains GEOINT Certifications that will achieve NCCA accreditation by:
Utilizes accepted academic and industry standards to develop, analyze, assess, and modify high stake examinations such as certifications.
Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
Continuously monitor GEOINT certification performance (overall and items level) to ensure that the assessments/certifications are performed as intended.
Train and lead GEOINT subject matter experts in developing test questions appropriate for the proficiency level to be assessed and assemble a pilot test.
Facilitate and conduct a standard setting panel to develop a provisional cut score for the assessment, assist pilot planning and execution.
Analyze and use test results and SME feedback to develop operational assessment.
Draft technical reports detailing industry standard processes used in the development of GEOINT certification assessments.
Support accreditation package development.
Required Skills:
Master’s Degree in Industrial-Organizational Psychology which cannot be substituted for work experience.
At least 36 months demonstrated experience advising clients of ethical and legal standards and risks related to employee selection and psychometric assessment.
At least 36 months demonstrated experience developing and maintaining compliance with third-party bodies such as the Institute for Credentialing Excellence and National Commission for Certifying Agencies.
At least 36 months demonstrated experience designing and constructing legally defensible test instruments to include: Subject Matter Expert training, Item Development workshop facilitation, Standard-Setting Panel administration.
