Learning Management System (LMS) Course Specialist

Position Description:
Network Runners is seeking two (2) Learning Management System (LMS) Course Specialists to support the United States Army Fires Center of Excellence (USAFCoE), Enterprise Performance Management (EPM) office. The Learning Management System (LMS) Course Specialist will provide technical and administrative coordination of all customer and Contractor generated IT work orders through the work order system, which is currently Army Enterprise Service Management Platform (AESMP).

Duties and Responsibilities:
  • Monitor the ATIS to ensure stability and performance of USAFCOEFS courses; each course shall have a dedicated ATIS manager throughout its lifecycle responsible for creation and sustainment of new courses using the approved naming convention.
  • Recommend new technologies and capabilities, including ATIS updates and mobile applications, and plan and coordinate approved upgrades with users to minimize loss of availability.
  • Serve as the ATIS subject matter expert and assist the Government in developing and customizing LMS course frameworks; attend developmental and In‑Process Review meetings to discuss user requirements and concerns.
  • Provide training to instructors and course managers on LMS functions such as course design, test development, survey use, and gradebook functions; train new users within 10 working days of arrival and assist instructors with class facilitation.
  • Perform manager‑level technical remedies for all ATIS issues, including database management, content management, system availability, software/hardware compatibility, functionality, network security conflicts, and system efficiency; collaborate with local agencies and ATSC to resolve issues.
  • Serve as primary point of contact for enrollment and disenrollment of users and authorize required access; ensure students, instructors, and writers have access through specified terminals.
  • Monitor, analyze, and report Blackboard LMS usage and availability; provide written reports and meet monthly with organizations and the COR to discuss strategic vision, future enhancements, upgrades, software version status, and long‑term recommendations.
  • Safeguard all course testing materials; ensure only authorized test control officers have access to controlled materials.
  • Support transition to other LMS platforms if directed, completing requisite training to support Army Distributed Learning when systems other than Blackboard are used.
Required/Desired Skills and Experience:
  • Knowledge, skills, and experience developing and sustaining Learning Management System capabilities with the Army Distributed Learning System.
  • Two (2) or more years of experience developing courses with an LMS and two or more years administering courses in an LMS.
  • Two (2) or more years of experience managing community engagement and content in an LMS and developing and sustaining online training sites.
  • Successful completion of online Army Blackboard training courses within 30 days of contract award, including Blackboard 101 (10 hours), Blackboard 201 (14 hours), Blackboard 301 (4 hours), Institutional Hierarchy training (3 hours), LCMS interface to ATRRS training (2 hours), and Certificate Management Tool training (2 hours); courses are provided at no cost.
  • Ability to recommend new technologies and coordinate with stakeholders, provide training to instructors, manage enrollment and disenrollment, and monitor LMS usage and availability as described in the duties section.
  • SECRET clearance required and willingness to obtain additional training for other LMS platforms if directed.
