T-7A Construction Inspector

Position Description:
Network Runners is seeking a Construction Inspector to support the 47th Civil Engineer Squadron and 47th Contracting Squadron at Laughlin Air Force Base, Texas. The Construction Inspector will monitor construction activities, verify contractor compliance with approved plans and specifications, document project progress, and support the safe, timely, and quality execution of non-dFSRM construction projects.

Duties and Responsibilities:
  • Coordinate project construction requirements with the Program Manager, 47th Contracting Squadron, 47th Civil Engineer Squadron, construction contractors, and installation stakeholders.
  • Inspect construction work to verify compliance with Government-approved plans, specifications, contract requirements, applicable codes, and quality standards.
  • Coordinate with construction contractor representatives regarding site safety, quality-control measures, work schedules, interpretation of plans and specifications, acceptable work methods, and general contract compliance.
  • Identify and promptly report construction deficiencies, unacceptable materials, schedule concerns, and controversial situations that may result in formal claims.
  • Coordinate with the Contracting Officer and Contracting Officer Representative to resolve deficiencies and ensure corrective actions comply with contract requirements.
  • Monitor and evaluate construction progress schedules and document daily work progress using AF Form 1477 or other required Government forms.
  • Document delays, weather conditions, materials, equipment, stored materials, and other conditions affecting construction progress or periodic payment determinations.
  • Review technical evaluations, modification proposals, progress schedules, contractor submittals, and supporting documentation, and provide recommendations for approval or disapproval.
  • Conduct site observations and milestone inspections and maintain accurate, complete, and timely inspection records.
  • Provide project data, status information, and supporting documentation to the Program Manager for inclusion in Weekly Activity Reports.
  • Use required personal protective equipment and comply with installation, OSHA, Air Force, and project-specific safety requirements.
Minimum Education / Experience / Requirements:
  • Current 2021 or 2024 International Code Council National Commercial Building Inspector certification under the B2 category, or a minimum of eight (8) years of experience as a commercial construction superintendent on public, private, and/or federal projects.
  • Knowledge of construction methods, materials, codes, plans, specifications, quality-control practices, scheduling, safety, and contract compliance.
  • Experience conducting construction inspections, documenting daily progress, evaluating deficiencies, reviewing contractor submittals, and supporting progress-payment determinations.
  • Ability to interpret drawings, specifications, schedules, technical documentation, and applicable Air Force Civil Engineer guidance.
  • Proficiency with Microsoft Office applications and the ability to learn or use AutoCAD, E4Clicks/RSMeans-based estimating tools, and Government project-management systems.
  • Ability to read, write, understand, and speak English fluently.
  • Ability to obtain and maintain a favorable Tier 1 suitability/fitness determination, Common Access Card, and Laughlin AFB access.
  • Ability to sign and comply with a Non-Disclosure Agreement and complete required OPSEC, Antiterrorism Level I, and security awareness training.
Desired Qualifications:
  • Current International Code Council Commercial Electrical Inspector (E2), Commercial Mechanical Inspector (M2), or Commercial Plumbing Inspector (P2) certification.
  • AutoCAD Certified Associate credential or higher.
  • E4Clicks introductory-course certificate from AACE International or higher.

Work Location:
Laughlin Air Force Base, Southwinds Marina, and the Auxiliary Airfield in Spofford, Texas. Primary workspace is located at Building 100, 251 Fourth Street, Laughlin AFB, Texas 78843.

Work Schedule:
Normal hours are 7:30 a.m. to 4:30 p.m. Central Time, Monday through Friday, excluding federal holidays. Work outside normal hours may be required when coordinated and approved for project or emergency needs.
