Position Description:
Network Runners is seeking a Contract Specialist to provide expert acquisition support to the 47th Contracting Squadron at Laughlin Air Force Base, Texas. The Contract Specialist will perform cradle-to-grave contracting support with a primary focus on Civil Engineer construction projects and other complex service requirements.

Work Location:
47th Contracting Squadron, Laughlin Air Force Base, Texas 78843. Telework may be authorized at the discretion of the Contracting Officer and local commander in accordance with current Air Force policy.
Work Schedule:
Normal hours are 7:30 a.m. to 4:30 p.m. Central Time, Monday through Friday, excluding federal holidays. Work outside normal hours may be required when coordinated and approved for mission or emergency needs.
Security Requirement:
Active Secret security clearance required.

Position Description:
Network Runners is seeking a Contract Specialist to provide expert acquisition support to the 47th Contracting Squadron at Laughlin Air Force Base, Texas. The Contract Specialist will perform cradle-to-grave contracting support with a primary focus on Civil Engineer construction projects and other complex service requirements.
Duties and Responsibilities:
- Provide cradle-to-grave acquisition and contracting support in accordance with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, agency supplements, and local policies.
- Participate in Multi-Functional Teams and coordinate with the 47th Civil Engineer Squadron, 47th Contracting Squadron, and other mission partners.
- Assist customers with developing acquisition requirement documents, including Performance Work Statements, Statements of Work, and Statements of Objectives.
- Perform market research and draft acquisition plans, acquisition strategies, determinations and findings, and other supporting documentation.
- Prepare and release Requests for Quotations, Requests for Proposals, and other solicitation documents.
- Assist with proposal evaluations, price analysis, cost analysis, technical-evaluation coordination, and source-selection documentation.
- Prepare final contract award documents and supporting files for Contracting Officer review and signature.
- Administer awarded contracts by managing correspondence, processing modifications, exercising options, and maintaining complete acquisition files.
- Monitor contractor performance and compliance with contract terms, schedules, deliverables, and applicable regulations.
- Assist with resolving contract disputes, claims, performance issues, and other post-award matters.
- Perform contract closeout functions in accordance with the FAR, agency regulations, and local procedures.
- Support complex procurements involving construction, Facilities Sustainment, Restoration and Modernization projects, Construction Task Orders, grant-funded projects, and complex services.
- Meet acquisition milestones and prepare accurate, professional documentation using Microsoft Office and Government acquisition systems.
- Bachelor's degree from an accredited institution through a four-year course of study that included or was supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Minimum of five (5) years of Department of Defense contracting experience, with significant experience procuring construction and complex services.
- Current DoD Contracting Professional Certification or civilian equivalent, such as FAC-C Professional.
- Source-selection experience, including proposal evaluation and preparation of source-selection documentation.
- Experience performing pre-award, award, contract administration, modification, option, dispute-resolution, and closeout functions.
- Knowledge of the FAR, DFARS, agency supplements, and acquisition policies applicable to construction and complex service procurements.
- Proficiency with Microsoft Office and commonly used commercial and Government acquisition software.
- Active Secret security clearance and ability to obtain and maintain a Common Access Card and Laughlin AFB access.
- Ability to read, write, understand, and speak English fluently.
- Ability to sign and comply with a Non-Disclosure Agreement and complete required OPSEC, Antiterrorism Level I, and security awareness training.
- Prior unlimited Contracting Officer warrant.
