Program Manager

Position Description: Network Runners, Inc. is seeking a Program Manager to provide management and technical oversight for Operations Analysis (OA) / Operations Research (OR) support to Commander Submarine Group Two (COMSUBGRU Two), Theater Undersea Warfare Commander (TUSWC). The Program Manager will oversee contract execution, coordinate with Navy stakeholders, monitor technical and financial performance, and ensure timely delivery of required OA/OR products and briefings.
Duties and Responsibilities
  • Provide program management and technical direction for the COMSUBGRU Two OA/OR support effort.
  • Supervise and manage a complex analytical support project and coordinate performance across all contract tasks and deliverables.
  • Interface with all levels of Department of War and Navy management as necessary to achieve program objectives.
  • Coordinate with the Senior Analyst and Government stakeholders to ensure OA/OR activities remain aligned with TUSWC planning and operational priorities.
  • Oversee preparation and submission of the OA/OR Support Plan, monthly Progress and Financial Status Reports, Interim Progress Reviews/Briefs, Final Brief, and the Final OA/OR Implementation Plan.
  • Monitor performance, schedule, quality, and financial status and address issues or risks that could affect contract execution.
  • Ensure contractor personnel comply with security, OPSEC, data-handling, information-assurance, and Navy access requirements.
  • Support contract start-up, onboarding, access coordination, and continuity of productive performance.
Minimum Education / Experience / Requirements
  • Must be a U.S. citizen and able to satisfy all Navy facility, CAC, background-investigation, and system-access requirements applicable to the position.
  • Bachelor's degree in engineering (including aerospace, electrical, mechanical, or systems engineering), physical sciences, computer sciences, operations research, mathematics, physics, intelligence, national security studies, or a related discipline identified by the PWS.
  • Minimum of fifteen (15) years of experience as a Program Manager, Technical Project Director, or Senior Consultant.
  • Demonstrated ability to supervise and manage complicated projects and to interface effectively with senior Department of War and Navy leadership.
  • Strong written and oral communication skills, including experience reviewing technical reports, financial status information, executive-level briefs, and final deliverables.
  • Active Top Secret clearance with eligibility for access to Top Secret/Sensitive Compartmented Information (TS/SCI) is required for performance of this classified effort; ability to receive required NATO access/briefings is also required.
  • Must comply with DoD/Navy OPSEC, Cyber Awareness, CUI, physical-security, information-security, and classified-information handling requirements.

Security Requirement: Active Top Secret clearance with TS/SCI eligibility/access as required. The effort includes access to information and meetings classified up to TS/SCI and may require NATO access.
