Position Description:
Network Runners is seeking a Contractor Program Manager to support U.S. Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Financial Management (OFM), Customer Service Operations (CS-OPS). The Program Manager will provide senior-level direction, administration, quality assurance, leadership, and overall management of the task order and will serve as the primary contractor representative to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Program Manager (GPM).

Work Location:
ICE Office of Financial Management Headquarters, Potomac Center South, 550 12th Street SW, Washington, DC 20536. Remote performance may be authorized with prior COR approval. The Program Manager must be available by email and telephone from 9:00 a.m. to 3:00 p.m. Eastern Time, Monday through Friday, excluding Federal holidays, and respond within one hour to requests for discussion or problem resolution.

Position Description:

The Program Manager will provide senior-level direction, administration, quality assurance, leadership, and overall management of the task order and will serve as the primary contractor representative to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Program Manager (GPM).
Duties and Responsibilities:
- Provide high senior-level direction, administration, quality assurance, and leadership for execution of the CS-OPS task order.
- Serve as the primary contractor point of contact for the CO, COR, GPM, and other Government stakeholders.
- Ensure effective performance and timely completion of all task order requirements, deliverables, reports, plans, schedules, analyses, and supporting documentation.
- Supervise and provide guidance to all contractor personnel assigned to the task order and coordinate workload assignments across labor categories and technical workstreams.
- Manage overall task order performance, supervise ongoing technical efforts, and immediately elevate significant project or performance issues to the CO and COR/GPM for resolution.
- Maintain knowledge of all facets of work performed under the PWS, including Federal financial management, customer service operations, cost and managerial accounting, financial and business analytics, reporting, systems/tools support, SharePoint/document management, and program management.
- Coordinate stakeholder and project meetings, including logistical planning, agendas, follow-up actions, action-item tracking, and timely closeout of assigned taskings.
- Manage transition activities and oversee development and maintenance of the Master Integrated Program Plan and Schedule (MIPPS), project plans, communications plans, risk management plans, project schedules, and Quality Management Plan.
- Provide required weekly and monthly reports, attend monthly progress meetings, and support biannual program reviews and other performance meetings requested by the Government.
- Ensure contractor personnel understand and comply with DHS and ICE rules, regulations, safety practices, security requirements, privacy requirements, and information-handling requirements.
- Exercise full authority to act for Network Runners on matters pertaining to performance of services under the task order, consistent with the authority granted by company leadership.
- Ensure Government requirements for financial operations, customer service, stakeholder communications, process improvement, continuity, and quality are executed efficiently and effectively.
- Bachelor’s degree in Business Administration or a related field.
- Minimum five (5) years of related experience providing oversight and executive-level management of overall project or contract operations involving multiple projects, tasks, and groups of personnel.
- Professional certification in Project Management, such as Project Management Professional (PMP), FAC P/PM Level II, or equivalent.
- Demonstrated experience managing and supervising employees across multiple labor categories and skill sets on projects similar in size and scope to this requirement.
- Demonstrated oral and written communication experience with senior and executive-level management.
- Demonstrated experience supporting both private-sector and Federal-sector projects similar in size and scope to the CS-OPS requirement.
- Demonstrated experience in Business Case Development and Project Management.
- Minimum three (3) years of demonstrated experience in Federal Financial Management.
- Ability to read, write, speak, and understand English fluently and be a United States citizen.
- Ability to satisfy ICE personnel security and fitness vetting requirements and obtain and maintain required PIV, facility, system, and sensitive-information access.
- Experience supporting ICE, DHS, or another Federal financial management organization.
- Experience with Financial and Accounting Shared Services (FASS), activity-based cost modeling, cost allocation, billing models, financial reporting, data analytics, SharePoint, change management, or process improvement.
- Experience developing and managing integrated master schedules, quality management plans, risk plans, executive dashboards, and recurring Government program reviews.
