Executive Secretariat Program Manager - Publications & Issuances

Position Description:
Network Runners, Inc. is seeking a full-time Executive Secretariat Program Manager - Publications & Issuances to support the Defense Health Agency (DHA) and Walter Reed National Military Medical Center (WRNMMC) Executive Secretariat. The Program Manager will serve as the central authority for managing the lifecycle of WRNMMC publications and issuances and will ensure policies, administrative instructions, procedural documents, correspondence, and related executive products are accurate, compliant, properly coordinated, version-controlled, and aligned with higher headquarters guidance.

Duties and Responsibilities:
  • Manage and execute the WRNMMC Publications and Issuances Program within the Executive Secretariat.
  • Oversee the full lifecycle of publications and issuances, including development, coordination, review, approval, dissemination, periodic review, revision, and cancellation.
  • Review publications for proper format, structure, clarity, enforceability, completeness, and compliance with Department of War, Defense Health Agency, and WRNMMC guidance.
  • Ensure alignment between policies, procedures, associated forms, higher headquarters requirements, and current organizational practices.
  • Return non-compliant or incomplete documents to originating offices with clear corrective guidance and track required revisions through completion.
  • Coordinate staffing and review across WRNMMC directorates and stakeholders and ensure required legal, safety, clinical, administrative, and other functional reviews are completed.
  • Track review cycles, suspense dates, overdue actions, and required updates and provide timely follow-up to ensure publications remain current and compliant.
  • Maintain the WRNMMC publications repository, ensuring documents are current, properly version-controlled, accessible, and managed in accordance with records management requirements.
  • Ensure obsolete or superseded publications are properly archived or cancelled in accordance with applicable records management policy.
  • Develop and maintain templates, formatting standards, guidance, and standardized processes for WRNMMC publications and issuances.
  • Provide training, technical assistance, and direct support to directorates in the development, coordination, revision, and lifecycle management of publications and issuances.
  • Maintain a centralized tracking system for publications and issuances and provide status updates, metrics, trend analysis, and reports on program performance, review cycles, and overdue actions.
  • Provide operational support across Executive Secretariat functions, including executive correspondence management, records management, forms management, action tracking, and surge support as directed.
  • Coordinate professionally with senior leaders, executive staffs, directorates, and stakeholders to ensure executive products are fully staffed and decision-ready.

Minimum Education / Experience / Requirements:
  • Bachelor’s degree in Business Administration, Communications, Public Administration, or a related field, or equivalent experience.
  • Minimum of five (5) years of demonstrated experience providing executive-level administrative and management support within a Federal Government or military environment, preferably supporting senior executive-level organizations.
  • Demonstrated experience managing official correspondence and task-tracking systems for a senior-level office.
  • Proven experience working in an environment requiring interaction with high-level officials such as Senior Executive Service members, Flag Officers, GS-15 leaders, industry executives, and their staffs.
  • Extensive knowledge of military command structure, missions, and organizational relationships within the Department of War.
  • In-depth knowledge of regulations and policies affecting Government administration, including Department of War/DHA correspondence management and records management requirements.
  • Expert proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Ability to become proficient within thirty (30) days in the Government-provided correspondence tracking database and Executive Secretariat SharePoint portal system.
  • Mastery of the English language, including grammar, sentence structure, and punctuation, with superior ability to draft, edit, and proofread executive-level documents requiring minimal revision.
  • Excellent oral communication, interpersonal, analytical, and problem-solving skills, including the ability to evaluate administrative processes, identify issues, gather data, and draw logical conclusions.
  • Ability to obtain and maintain the required Tier II non-critical sensitive background investigation and Common Access Card (CAC) for access to Walter Reed National Military Medical Center and DHA systems.
  • Ability to complete required Department of War/Defense Health Agency onboarding, security, privacy, HIPAA, and other mandatory training and to execute the required DHA non-disclosure agreement prior to beginning work.

Preferred Qualifications:
  • Experience within Department of War, Defense Health Agency, or Military Treatment Facility environments.

Work Location:
Walter Reed National Military Medical Center (WRNMMC), 8901 Rockville Pike, Bethesda, Maryland 20889. Work is performed on-site Monday through Friday, excluding Federal holidays and Government-directed closures. Occasional support outside normal duty hours may be required for contingency plan activations or exercises.
